            <p>คู่มือการจัดทำแผนยุทธศาสตร์สำหรับองค์กรแรงงานพร้อมแบบฟอร์มสำเร็จรูป แผนยุทธศาสตร์คือกระบวนการตัดสินใจเพื่อกำหนดทิศทางและเป้าหมายที่ต้องการไปถึงในอนาคตขององค์กรหรือหน่วยงานต่าง ๆ เป็นกระบวนการที่ต้องมีการศึกษาวิเคราะห์ กลั่นกรองจากปัจจัยต่าง ๆ ทั้งภายในและภายนอกองค์กรอย่างรอบด้าน มีการกำหนดเป้าหมาย ขั้นตอนการดำเนินการอย่างชัดเจนเป็นระบบและกำหนดกรอบเวลาและตัวชี้วัดของความสำเร็จในอนาคตไว้ล่วงหน้า ทำไมต้องมีการทำแผนยุทธศาสตร์? องค์กรอยู่ท่ามกลางสภาวะแวดล้อมและบริบทที่มีการเปลี่ยนแปลงอยู่เสมอและอย่างรวดเร็ว หากไร้ซึ่งการกำหนดทิศทาง เป้าหมายและวางแผนงานที่ถูกต้องชัดเจนก็เหมือนขับเรือโดยไร้เข็มทิศและหางเสือ แนวคิดพื้นฐานในการวางแผนยุทธศาสตร์คือการตั้งคำถามว่าปัจจุบันองค์กรอยู่ในสภาพเช่นใด มีปัญหาอะไรที่เราเผชิญอยู่ ในอนาคตเราต้องการเห็นองค์กรเป็นเช่นไร?เพื่อให้องค์กรเดินไปสู่เป้าหมายที่วางไว้จะต้องทำอะไรบ้าง? เมื่อไร? และอย่างไร? ขั้นตอนที่ 1 แต่งตั้งคณะทำงานยกร่างและจัดทำแผนยุทธศาสตร์ ขั้นตอนแรกของการจัดทำแผนคือการแต่งตั้งมอบหมายให้มีกลุ่มคนที่มีความรู้ความเข้าใจเรื่องการจัดทำแผนยุทธศาสตร์ เป้าหมายการดำเนินงานขององค์กร สามารถประสานงานกับบุคคลที่เกี่ยวข้องกับการทำแผนได้ มีเวลาเพียงพอ ที่สำคัญคือต้องมีความเชื่อมั่นและเห็นความสำคัญของการจัดทำแผน อาจประกอบด้วยบุคคลต่าง ๆ เช่นกรรมการองค์กร หรือผู้แทนหน่วยงานต่าง ๆ ขององค์กร หรือผู้เชี่ยวชาญจากภายนอก คณะทำงานฯ จะมีหน้าที่ตระเตรียม รวบรวมข้อมูล สถานที่ อุปกรณ์ สำนักงาน อุปกรณ์ที่จำเป็นต่อการจัดทำแผนยุทธศาสตร์ ประสานงานกับหน่วยงานและบุคคลที่เกี่ยวข้องในการจัดทำแผน รวบรวม เรียบเรียง ความเห็นจากฝ่ายต่าง ๆ วิเคราะห์ ยกร่างแผนเพื่อนำเสนอต่อฝ่ายต่าง ๆ ขั้นตอนที่ 2 การวิเคราะห์ผู้มีส่วนได้ส่วนเสีย (Stakeholder Analysis ) ผู้มีส่วนได้ส่วนเสีย [&hellip;]</p>
